A cool PVC figure of Rio but who the hell is she? I did read a few article about her but I`m still confused. Is she a new vocaloid?

Apparently she was meant to be the new hello kitty vocaloid and was to be in the new hello kitty game as well but she in fact is not and another character in the game named iroha nekomura is the new hello kitty vocaloid!
